This chapter shall be liberally construed to lessen and prevent:

(1)the theft of motor vehicles;

(2)the importation into this state of and traffic in motor vehicles that are stolen; and

(3)the sale of an encumbered motor vehicle without the enforced disclosure to the purchaser of a lien secured by the vehicle. Acts 1995, 74th Leg., ch. 165, Sec. 1, eff. Sept. 1, 1995. Amended by:
