View on leginfo.ca.gov(a)(1) To promote more effective communication needed for the development of a plan to address the needs of the child or youth and family, a person designated as a member of a child and family team as defined in paragraph (4) of subdivision (a) of Section 16501 may receive and disclose relevant information and records, subject to the confidentiality provisions of state and federal law.
(2)Information exchanged among the team shall be received in confidence for the limited purpose of providing necessary services and supports to the child or youth and family and shall not be further disclosed except to the juvenile court with jurisdiction over the child, subject to the privileges and confidentiality requirements of state and federal law, or as otherwise required by law. Civil and criminal penalties may apply to the inappropriate disclosure of information held by the team.
(b)(1) Each participant in the child and family team with legal power to consent shall sign an authorization to release information to team members. In the event that a child or youth who is a dependent or ward of the juvenile court does not have the legal power to consent to the release of information, the child’s attorney or other authorized individual may consent on behalf of the child.
