Ruling
CASE NUMBER: 26PG-0033298 Disclosure Re: guardianship cases involving Shasta County Health and Human Services Agency-Judge Wood discloses that her step-daughter, Erinn Watts, is the Administrative Branch Director of the Health and Human Services Agency. In that position, Judge Wood’s step-daughter does not have any involvement in the investigation, management, prosecution or defense of guardianship cases. However, the Court makes this disclosure of an employment relationship between an investigating agency and the Court’s first degree relative as required by California Code of Judicial Ethics.
This matter is on calendar for further proceedings on a Petition for Appointment of Guardian of the Person and a Petition for Special Immigrant Juvenile Findings. The Petitions were filed by the ward’s non-relative caregiver, Manvir Singh. Letters of Temporary Guardianship were not requested.
The Petition for Appointment of Guardian of the Person has been properly noticed. No objections have been raised. The Court has reviewed the Children’s Services report filed on May 8, 2026, which recommends granting the Petition. The Court FINDS it would be detrimental for the child to be with either parent or any parent objecting to the guardianship, the guardianship is in the child’s best interest, and the guardianship is necessary and convenient. The proposed guardian is suitable. The Court GRANTS the Petition for Guardianship. A proposed Order Appointing Guardian has been lodged and will be executed by the Court. The Guardianship will terminate by operation of law on the date the minor turns 21 years of age.
The Petition for Special Immigrant Juvenile Findings has been properly noticed. No objections
have been filed. The Court FINDS that the child has been placed under the custody of Manvir Singh, that reunification with the mother or father is not viable under California law because of parental abandonment and neglect, and that it is not in the best interest of the child to be returned to India (the country of the child’s nationality). The Court will execute the proposed Order. No appearance is necessary on today’s calendar.
