19 A. Procedural History 20 1) Petitioner Francisco Salazar (Father) and Respondent Celisse Berumen (Mother) have one minor 21 child together, Frankie (DOB: 2/26/2024, age 2). 22 2) On 10/26/2025, Father filed a request for joint legal custody and sole physical custody to Mother, 23 with a step-up parenting schedule for him. He stated he had not seen Frankie since 11/15/2024 24 when he saw him for one hour. Mother opposed the request and sought sole legal and physical 25 custody with a one-hour supervised visit for Father every other week, alcohol and drug testing 26 requirements, anger management classes, and parenting classes until Father “can prove sobriety 27 and consistency.” Mother stated Father was physically, verbally, and emotionally abusive during 28 their relationship and engaged in unsafe behavior as a parent. 29
1 3) On 1/29/2026, the Court ordered weekly one-hour supervised visits for Father at Rally Family 2 Visitation Services (Rally), with each party to pay their own way. The Court scheduled a review 3 hearing for 4/23/2026, which was continued to 7/21/2026 because Rally visits had not yet started. 4 4) On 7/9/2026, Mother filed an update declaration describing the 3 Rally visits Father has had 5 stating 6/15/2026. She asks the Court to maintain the current order, for Father to pay for the Rally 6 visits, and for him to have weekly substance abuse tests through SoberLink or another provider. 7 5) On 7/10/2026, Father filed a declaration stating he completed a Court-ordered 4-hour parenting 8 class as well as additional programs.
He attaches a certificate of achievement for an Addiction 9 medicine and Recovery Services program and a “Later Recovery” program. He describes the 3 10 visits he has had and states that Frankie’s comfort level has increased with each visit. He states 11 they are enjoying the visits and asks for a step-up parenting time schedule. 12 B. Findings and Orders 13 1) This Court has jurisdiction to make child custody orders in this case under the Uniform Child 14 Custody Jurisdiction and Enforcement Act.
A violation of this order may subject the party in 15 violation to civil or criminal penalties, or both. The country of habitual residence of the minor 16 child is the United States. 17 2) The parties are ordered to appear at 9AM on 7/21/2026 in Department 404. 18
