Hearing Time: 9:00 AM) 9 VINCE BRYANT TEASDALE,) Department: 403) 10 Respondent) Presiding: JERILYN BORACK) 11) 12 REQUEST FOR ORDER OF CHILD SUPPORT RE: CHANGE 13 TENTATIVE RULING 14 Having read and considered the pleadings, declarations, and other evidence submitted in this matter, the 15 Court makes the following findings and orders: 16 A. Procedural History 17 1) The parties are Respondent Vince Bryant Teasdale (Father) and Other Parent Rosa May Mohr 18 (Mother). 19 2) They share two minor children: Vincent (DOB: 5/14/08) and Tamia (DOB: 5/14/08). 20 3) On 3/19/26, Mother filed a Request for Order seeking modification of child support because the 21 minor children currently reside with Mother and Father has no parenting time.

The matter was set 22 on 4/21/26 at 8:30 AM in Dept. 414. 23 4) On 3/19/26, Mother filed an Income and Expense Declaration. 24 5) On 3/26/26, the Department of Child Support Services (DCSS) filed a Notice Regarding Payment 25 of Support Substitution of Payee indicating the local child support agency is no longer providing 26 enforcement services in the case. 27 6) On 4/1/26, DCSS filed a Proof of Service by Mail demonstrating Mother and Father were noticed 28 of the substitution of payee. 29

1 7) On 4/1/26, the Court continued the matter (on its own motion) to 5/28/26 at 9 AM in Dept. 403 2 because DCSS is no longer involved in the case. 3 8) Mother did not file a Proof of Service indicating her 3/19/26 Request for Order and Income and 4 Expense Declaration were served on Father. 5 9) Father did not file a Responsive Declaration. 6 B. Findings and Order 7 1) The Court find’s Mother’s 3/19/26 Request for Order was not served at least 16 Court days prior 8 to the hearing date as required by Code of Civil Procedure section 1005(b). 9 2) As such, this matter is continued 7/14/26 at 9 AM in Dept. 403 for lack of service. 10 3) At least 16 Court days prior to the next hearing date, Mother shall file and serve on Father the (a) 11 3/19/26 Request for Order and Income and Expense Declaration, (b) Continuance Order 12 contained herein, and (c) Tentative Ruling Instructions using a service method authorized by the 13 Code of Civil Procedure (i.e., a person over the age of 18 shall mail to Father the (a) Request for 14 Order and Income and Expense Declaration, (b) Continuance Order, and (c) Tentative Ruling 15 Instructions, and then Mother shall file form FL-335 (Proof of Service) with the Court confirming 16 service was effectuated). 17 4) At least 9 Court days prior to the next hearing date, Father may file and serve a Responsive 18 Declaration. 19 5) At least 5 Court days prior to the next hearing date, Mother may file and serve a Reply 20 Declaration. 21 6) Mother is encouraged to seek assistance from the ACCESS Center.
